What is the most laptop I can get for around 400$

Willing to go to 450 - maybe. .. the closer to 400 the better.

Conditions are that it must have at least vista home premium (photoshop won't run on home basic). . .

Would like a non celeron/sempron solution. . . (looking for 64 bit dual core - no preference to amd or intel). . .

I know this is difficult - but I really appreciate suggestions. . . and would like something that would likely make it a few years (again the more the merrier). . .

Scour the Dell Outlet until you find something. Look at their budget Vostro and Inspiron models. You should be able to find $400 easily. Find one with less ram and upgrade it yourself.

TD has lenovo g530 (pentium dual core t3400, 2gb ram, 160gb hd, 4500m, webcam) for $432 shipped. use bing.com (formerly live.com) and search "computer" to get 15% cashback link. final price should be well under $400 after cashback and u'll get as much computing power as almost any other computer for less than $450. sometimes lenovo will have a $430 core 2 system, only 1gb ram though and no webcam except for the mother's day sale. maybe father's day will bring about a similarly deal?
