What is the most comprehensive LEGAL mp3 source? Itunes?

A friend at work needs to compile a cd of some rather obscure songs. Can you guys list the top 3-4 online music services?

If it just needs to be songs, then any of the services Dave listed are fine(although if they're obscure songs, they're probably not on the major services). Otherwise if you need MP3s and the source is a major record label, you're not going to find a 100% legal MP3 source.

Itunes and low quality AAC dont work for me..
Napster's monthly plan kinda sounds interesting.. but I dont think they have a big selection at all.
And I hate real.com so I dont see how their download service can be decent.
