What is the maximum data rate available to a mobile device using a GSM network?

I don't know definately, but you can try google for searches on GSM.

I think 3G is 3 MB/sec and GPRS is 300kB/sec, but don't quote me on that. Also, since in America we don't have one standard, data rates are slower.

9.6 kb/s. With GPRS it is 14.4 kb/s
I don't think that is a physical limitation but it is what you get.
With 3G you currently get 384 kb/s but I think it will be possible to use more channels laters, I think the limit is around 2 Mb/s.
