Sao Paulo Brazil is bigger than Buenos Aires.
But, South America isnt considered Latin America, at least I dont think it is.
Latin America is from Mexico to Panama, maybe Northern South America.

Oh yeah, forgot to actually answer the question. It's Mexico City, if you include surrounding urban areas, Sao Paolo if you do not.
