Are you referring to the "I love you but I'm not in love with you." line that females occasionally feed to gullible guys?

If you are, it's just an easier way for her to tell you that you're lame.

That is a way to say you care about someone, and their well being, but are not in love enough with him/her to spark that magic.

I love you as a friend, but nothing more.
I care about you, what happens to you, but, nothing more.
It basically won't go any further.
