What is the difference between a server PC and a home PC?

Can't a regular home PC be used as a server?

Hardware wise or software wise?

Hardware wise, most servers have more storage and ram, but don't really care about graphics and sound. Their motherboards are also different.

Software wise, some servers are dedicated for a single purpose and only have that application on it. A server dedicated to web pages will not have MS Office, Photoshop on it. It iwll only have the OS, the web server software and the required software.

Reliability should be top notch on a dedicated server, and the software that makes up a server generally differs greatly from a typical desktop system.

To answer your question, yes..

A server is just that.. a computer that serves something.
