What is the deal with this stupid Filter Keys?

I am running Windows XP on my new machine. Occasionally, when I am typing something I pause with my finger on the shift key. If it is held down for 8 seconds, a window pops up ASKING ME IF I WANT TO USE FILTER KEYS. I HIT THE CANCEL BUTTON OR JUST CLOSE THE WINDOW BY CLICKING ON THE X IN THE RIGHT HAND CORNER, BUT THEN I FIND THAT THE NEXT TIME I PRESS THE SHIFT KEY I GET ALL CAPS AND CANNOT TURN IT OFF. BY HITTING THE SHIFT KEY A COUPLE MORE TIMES I am able to get back to lower case. oTHER tiMES I HAVE TO hold the shift KEY DOWN TO GET LOWER CASE. tHIS is MAddENING!!! i CAN'T seeM TO tURN THE d*mn THING OFF. oNLY A REBOOT GETS mE BACk TO nORMAL. oNE mORE thING, IF i HIT THE ok BUTTON WHEN tHE WINDOW ORIGINALLY poPS UP, MY KEYBOARD lOCKS UP ENTIRELy. iF i PRESS THE SHIFT KEY AGAIN for 8 secoNdS (COMPUTER BEEPS tHE ENTIRE TIME i DO THIS), i GET THE WINDOW AgAIN AND cAN At LEAST RESUME typING.

I got extremely annoyed by that myself on a win2k box, and I think that's where I turned it off. Seems I have a bad habit of holding down the shift while thinking before starting a new sentence.
