What is the cut off point from a mountain and a hill

So what is the cut off point?

I say 10,500 feet is the cut off point, anything bellow this is a hill, also atleast 5,000 feet of prominance over the area is needed too.

This is just my opinion. Infact with these specs there are no mountains on the east coast.
