I go to hollywood video, and get two previously viewed (always in perfect condition) dvds for 20 bucks.
 
I buy locally all the time. The local video rental place (Movie Gallery) has a Buy 2, Get 1 Free deal on all previously viewed movies. In addition, they have a lifetime guarantee that they will work....so long as you keep your reciept.
 
usually at B&M BB and CC, with their deals, (picked up 5 just this Sunday), but then I do a lot of buying on HTF's FS forum too, lots of good stuff there.

If you don't mind buying in groups of 7 and waiting for media mail to arrive from Indiana - Columbia House (start account, fulfill, cancel, repeat). See DVDTalk.com forums for more info on that. (average cost is under $8)
 
My experience looking for DVDs on eBay is that
a. The prices aren't THAT good
b. A large percentage of them are from Asia

and sometime the sellers try to jack you on the shipping. Usually I look for an auction selling multiple titles, like some is trying to sell off parts of their collection as a bundle.
 
I just went to Gamespot B&M and got 4 used DVD's for $28.

EBGames.com also has good deals if you wait around for their 30% off coupon.

Neither place has a large selection, but for the price, I can't complain.
