What is the best video card out today for around $100??

A gf2 ti...but i'd spend a little more and get a gf3 or radeon 8500 (about $40 more)

GeForce2 Ti or ATi Radeon 7500. The GF2 Ti is generally slightly faster, while the Radeon is a much more well rounded card with a broader feature set.

If you want to wait a bit the GF4 MX440 should be nearing $100 soon, it's basically hyped up GF2 core borrowing part of the memory controller from the GF3 design.
