What is the best video card for recording video?

My dad has a bunch of videos on VHS and various other tape. He wants to back them up to DVD.

I want to see what you guys think is a good recommendation. Picture/audio quality is very important. Doesn't matter if it's PCI-E, PCI, or AGP. I may just upgrade his computer anyway.

External addon device will be considered also if it's good.
 
Hauppauge PVR 150 FTW?

It's not a video card, but it will do the job. I don't have much experience with using a video card for encoding as my 6600gt only does decoding.
 
If you don't want to do a lot of editing and you are looking for a super easy and yet still high quality way to do it. Get a stand alone DVD recorder. You can get one for around $100 They work great and are as easy to use as a VCR.
