I'm sure there are a lot more.
I like the GTi but the Civic Si picques my interest as well as the new Tiberon. The fact that the body was penned by Pininfarina is what made me take notice
Don't know if you guys know bout this yet or not, but my g/f used to work at Kearny Mesa Toyota in San Diego and she told something about a Costco deal. Its supposed to be something like you can purchase a car from the dealer for around 100 above cost, the 100 goes to the salesman for selling something. Not sure about all dealer ships, but it could be worth a try if it saves you a few bucks and negotiating hassles. If not, get the Civic. Good luck...
I have a Geo Prizm bought it new in 95. It gets 35-38 MPG in the city and a little over 40 on the highway. Mine also has 135K miles on it and has not been in the shop for anything. It is hands down the most reliable car I have ever owned. oh by the way its the same car as the carolla.
$20K will get you into a LOT of vehicles these days. There's no way to say what the "BEST" car under $20K is just based on "sporty", "practical", and good gas mileage. $20K will get you into anything from a hatchback to a wagon to a sedan, convertible, pickup, coupe, or mini-SUV.
I was going to suggest a used S2000, but I found out the damn things haven't depreciated at all. $31,400 for a two year old example. A new one invoices at $29,586! Amazing.

That's what happens when a car is often selling at $5K over MSRP... plus there hasn't been any MAJOR revisions to the S2000 yet so used models still appear to be new.
Man, I can't imagine paying these ridiculous prices for new models when they come out... some people just have to have the latest and greatest, I suppose.
Think about it: under $20k, gets upwards of 40mpg, quite sporty, and chicks dig it.

FWIW- I've been really happy with my Altima. A 5-speed SE is fairly sporty, gets around 30+mpg, and is actually big enough to put four adults in without the rear seat passengers eating their knees. I think the list price on the new 2.5l version is $18ish. Just my 0.02
Those would be my choices. The first two being the "most sporty" IMHO.
Of the group, the Sentra is the most powerful, the GTi offers the best interior, the Focus is the smallest, the Mazda looks the best, and the Matrix is the most fuctional.
