What is the best PCI-E Video card for under $105?

I am finally getting a new video card. Currently I have an ATI Express 200 Onboard videocard. I want it to have the ability to use 2 monitors. It needs to be PCI-E. I would like it to support composite in, and coax in, so I can watch TV. But it isn't required. I have about $110 dollars to spend right now so I figure a $105 card with $5 shipping.

New, probably an X800XL.

agree, the x800xl is definately faster than a x1600pro or xt, but where can you find one within the OP's budget? the next best bet would be a 7600GS.

I might be looking at the wrong thing but this is the cheapest one I could find:

Here

Is that it? If so I might be able to get a little more to spend on it.

edit: this is even better deal/card than a x800xl for the same price+MIR $99 x850xt

Take a look at the Leadtex 7300GT 128meg DDR3 card at Newegg. $84 = shipping(about $6). It's a little faster than a 7600GS when overclocked and nearly as fast stock.
