What is the best HDCP low-profile card?

I'm looking for a low profile HDCP card for my slim case HDCP PC. I most prefer a passive cooling solution. Don't care about gaming.

Is the AMD HD5450 512 MB DDR2 a good choice?
And if so, is this one a good buy?

I have the 4350 512mb (passive), and it works fine. That should be plenty...

Is the 5xxx series (and above) the only ones that can bitstream HD? and that 4xxx series can't? Am I right?

The 5000+ can bitstream DTS, yes. The 4000 series could only do 5.1 PCM. They're both capable of HD video processing.
