what is the best graphics card to buy for $100-$150 price range?

You can pick up a Radeon 8500 OEM for about $170, or a Geforce3 Ti200 for about $140. The Radeon is obviously a bit more expensive, but it's also faster.

The gainward GF3 Ti200 overclocks well past stock GF3 speeds.

It is IMO the best bang for your buck video card on the market.

You could pick up a Geforce 4 MX440 for about $120-130.

No less than John Carmack himself says to stay away from the GF4MX. Apparently, it may be slower than a GF3 in next-gen games.
