What is the best external tv device?

I want to know what si the best tv card that is in usb format since my computer is completely out of pci sot, so my ony choice is usb option. What oen is the best, price doesn;t matter.

It is more like I am asking for a friend of mine. He want the best quality extral tv card for his shuttle computer and don't matter how much ti cost, as long as it offer very good quality. He is also want HDTV support out of it but optional.
