What is the best Email Service to use?

I have been using my Adelphia e-mail as my primary personal e-mail account but now I need some reliable alternatives. I am planning on ending my Adelphia cable broadband subscription and I am searching for an e-mail service that has the best value and best features.

I am looking for three main features:

Included POP3 E-mail pollingIncluded Web-Based E-mailSpam Filtering
By the way instead of using Adelphia broadband for personal use, I am planning on using a local wireless internet service that has recently become available in my city.

Thank you for any suggestions you may have.

Yes, I could afford this.

Is this the best route to go? You mean sign up with one of my local webhosting services? Is the e-mail available through POP3 and will I have to setup Outlook to pull e-mail from this service?

I use www.softhome.net. its a free pop3/web based email service and they dont sell your email address. I do get offers sent my way from them (about 1/wk) but a simple rule in outlook stops that easily. for a small fee (check the website) you get more space, a greater frequency of checking your mail, and no 1/wk spam from them. Ive used their service for about a year and it works pretty well.
