In theory no production heatsink should need to be lapped however there have been some quality control issues that have been pretty widespread with the TRUE so anyone purchasing one should assume it needs to be lapped for performance to be on par with what the heatsink shows in most revews, the tuniq tower does not have the same known quality control issues and cn be run with good performance right out of the box. Lapping does in general improve performance on any heatsink, in general.
 
My Tuniq wasn't flat at all and also had a rough surface. But, I bought it several years ago so things may have improved.
