I am designing a template for a friend and right now he is using mambo and phpBB but I hate phpBB because its not very secure. So I am wondering what is the best CMS to use that can be integrated with vBulletin
Not sure why you would shell out big bucks for vBulletin when phpBB is pretty secure if you RTFM and keep it up to date (join their releases mailing list).
But there are a lot of CMS's out there. Many will integrate with vB and most will if you tinker with the authentication code & database.

Mambo + phpBB is a pretty good combo IMHO, but I also prefer Drupal.
