Mortal Kombat was the worst fighting game, I only played it for the fatalities.

Also, SNK had lot of dumb fighting games. Art of Fighting series, World Heroes, etc.

I believe that it's hard to say definitely...coming from a longtime hardcore fighting games fan, SFII revolutionized and started the genre, whereas Mortal Combat made it "realistic" and changed up the game engine, while Tekken took us into a 3D arena with depth that had never been seen before...

But overall, I guess SFII because it started it all, and even today, most of the popular fighting games are still just flashier variations of the same engine.
