What is the best anti-virus software?? By best i mean: detects the most viruses {new and old} ,uses the least system resources, has free updates, and scans the most things {email, incoming downloads, etc...}

NAV is probably the most popular, but I prefer McAfee. My experience is that it sometimes picks up a virus or worm that Norton misses. Also . . . it is updated every Wednesday night . . . a new DAT file posted for download.

The main reason I do not like NAV is a personal thing . . . it will not run in a scan-on-demand-only mode . . . it has to run all the time in background and I do not like TSRs. McAfee can be set to ONLY run on demand, and that for me is a huge plus.

Panda is reputed to be the most sensitive - picks up the highest percentage of known viruses etc. PC-cillin is almost as sensitive, & is very good for not slowing down your system because it uses minimal resources. Norton is reputed to be good, but not as sensitive, has a good auto-update feature, but uses more resources. McAfee is supposed to be not so sensitive, uses resources like Norton, and has given me lots of trouble when I've tried to use it. InoculateIt is short on features, medium in the sensitivity department, uses noticeable resources, but is free. The others all cost, but that's what gets you your updates.
My personal preference is PC-cillin, but that's because I dislike resident programs that drag down my system speed and responsiveness. Updates are only semi-automatic, and it costs around $30.

>> "it (NAV) will not run in a scan-on-demand-only mode it will not run in a scan-on-demand-only mode "

You can turn off the AutoProtect and incoming mail protection and just run manual scans. Is it still doing something else?
