what is the best and safest way to uninstall and install new video card drivers?

Uninstall the whole card from the system folder in control panel, then uninstall the software from the add/remove software folder in control panel... then reinstall.

Why do you ask, are you having problems?

i just remembered someone saying something about putting it on VGA adapter, at some point........

Yes, in a 9x OS that is the preferred method. Go to the control panel/display/settings tab/advanced/adapter/change/set to standard PCI graphics adapter/save/reboot.

Then uninstall any old video card drivers/software/reboot/install new drivers
