What is that salvation army phrase?

There's a quote that says something about feeding, clothing, and cleaning somebody before even trying to profess the gospel, because nobody who is cold, dirty, or starving will be receptive. Who said this? Is it even the Salvation Army? I might have it mixed up with somebody else.
