What is that "de-rusting" device in new cars?

Whats the name of that "de-rusting" device they have in the newer model cars? Its suppose to shoot electricity under the car and keep the rust away. And those cars that have it has a little blinking light in under the hood. Hmm.... doesn't electricity increase oxidation? because it is causing the electron to go through the metal.

Maybe it has something to do with the galvanized steel body panels and keeping their (zinc?) coating.
