I had this same question. On a fresh install of WinXP Pro SP1, with only Office 97 and Return to Castle Wolfenstein and ZoneAlarm installed, svchost.exe kept trying to access the internet. Disabling it killed IE. Authorizing it to access the internet led to it randomly uploading/downloading a couple megs of data...on dialup. I still have no idea what it was trying to do, but I have not noticed the problem lately.
