I'm not familiar with the features it has over the normal cards:

Seems to me the difference is they went ahead and overclocked the card a little bit, not sure how much really. And put on an artic silencer. Although these cards are priced more.

Not sure where to find them for sale either.

Would it just make sense to purchase one like this: and put on the article silencer myself and then overclock a little bit?

One other thing I wanted to ask with this post.

I am taking this computer to college and it's doubtful that there will be a tv in the room, I want to be able to hook my computer up and use it as a tv too. Do you recommend buying an all in wonder? or another PCI card? If so, what card.
 
The HIS card is about the only way I know of to get a card with an AC HSF on it AND have a warranty. They upcharge a lot for that though.

The OCs are listed in the upper right hand side of that page you linked to (432/500 vs. stock 400/490)

It's overall cheaper to go the route of that card from Monarch and add an AC yourself, but your warranty is significantly less. Most here wouldn't really care about that because they're overclocking anyway. Personally I have that card from Monarch in the mail, and I will OC at the end of the 90 days. If the fan is too loud I will buy an AC HSF too.
