When I was in school if you failed a test even the teacher called you stupid. You grew up right; understanding that there's good/bad/smart/dumb and not everyone is a winner. Bullying is bad when taken to the extreme (like most things in life) but it's a natural part of growing up. The strong pick on the weak. It's normal. Sometimes, the weak kid breaks the bully's nose with the spine of a textbook and the bully runs home. That's normal too.

My old high school defined sexual harrasment but never used anything sexual in the definition. We were creative and classified homework and school lunches as sexual harrasment and our teachers knew we were correct because of how loosely they defined it. But that was 20 years ago.
