What is passive theft?

There's a Family Guy episode where Peter get's a check for hundreds of thousands of dollars for welfare.

passive theft?
so the less aggresive kind of stealing? hmm... not too sure myself
perhaps not stealing from a supermart, but stealing at home?... don't know if it makes sense LOL

From the 3rd link on google:

Passive theft is when a customer knowingly receives free services due to the unlawful connection of a previous homeowner. Even though passive theft is the result of an illegal pat action, if you don't report it and receive the free service, it's still a crime.

Referring to cable theft.

passive theft is a constructive legal fiction.

basically it creates a crime based on the theory of unjust enrichment. you are being benefited in a way that you shouldn't be.

previous posters have mentioned various instances of passive theft.
