I'm running a Ryzen 1950X on a ASrock taichi with no overclocking and a Arctic Liquid Freezer 120. The AMD Ryzen Master app says its running at say 45C when the ASRock says its running 70C.

Who's right, cuz that's not a small difference!

Threadripper has an offset. 45/50c is what your real temp is.

You can use Core Temp to monitor temp without offset if you want.

Core Temp matches the Ryzen Master app.
The Asrock app matches the BIOS.
So there is your answer. Core Temp and the Master app are reading the cpu temp from in Windows. Once all the power saving states are enabled.
The Asrock app is reading from BIOS with not power saving states enabled so basically your pc is running at full speed that is why you are seining higher cpu temps when using the Asrock app.
