What is known about CPU loading and frequency steps?

I'm not sure exactly about the difference among C states, speed steps, and turbo steps but I do know that under various CPU loads my Haswell processor will move around between various frequencies.

I was wondering if anyone knew about how high the processor load is before the CPU ramps from one frequency to the next? I Googled but couldn't find anything specific.

For example if the CPU is at 800MHz at 10% load it'll stay there but when the load gets to a certain point it'll jump to 1600MHz or whatever frequency. Is there a table that shows these steps anywhere?
