Is it people speaking english as a second language?

Does it mean "sucks"?

Who the hell came up with it , and why are people still using it?

Is it like "opps" instead of "oops", just a very common typo?

Wrong, Anandtech has the credit for that phrase. Someone was correct in that the first use was attributed to Staples.

I don't remember the orginator but it was in a thread in hot deals.
