What is IMAGE CONTRAST RATIO in regards to LCD monitors

What is better 350:1 or 300:1 ratio....?

A higher contrast ratio is better. So 350:1 is better than 300:1.

A gross simplification of the definition of contrast ratio is the maximum difference in brightness that can be displayed between adjacent areas of the screen. BTW, it also applies to CRT displays, not only LCDs.
