What is holding me back?

I am putting together a new system and am having problems trying to get the CPU to run at it's factory setting. Here's what I have:
AthlonXP 1800+
GigaByte GA-7VTXE+ mobo (KT266A w/ ATA133 support, using onboard sound)
Maxtor 80GB 7200rpm ATA133
2x256MB generic DDR2100 RAM
1x128MB generic DDR2100 RAM (different generic brand than first)
Radeon 8500LE 64MB 250/275
It runs Win2K, but I doubt that makes a difference.
The system won't run with the bus at 133 where it should be. I tried the GigaByte auto OC programs to try to overclock my computer up to factory ratings, but it maxes out at a 113 bus (1.299GHz) and will lock if it goes any higher. At this temperature, it can run for several days and under stress never gets above 48C. The CPU was retail and worked fine on another system. The RAM also seems to work fine in another system, although I never tried all 3 together in that box.
So, the question of the day is: What is holding me back?
I had plans of overclocking, but am now just fighting to get what I paid for.

try removing everying but ram, cpu, and video and see what happens -- also take out all but one stick of ram (maybe try each different stick of ram, but one at a time)

My first guess would be the generic ram as your problem. Otherwise it is probably a bad motherboard. If none of those changes fix the problem, then I would take a look at the power supply.

I think Bunker is onto the solution to your problem. My Gigabyte motherboard only supported up to a 1.4Ghz T-Bird until some of the later bios upgrades. With the lastest bios version for my MB, I can now use up to an XP 2200+.

Good Luck!

Thanks for all the help. I have a new 400W AMD aproved power supply on order. My old one was a 250W non-AMD approved generic supply. I figure they are cheap enough and you can never have too many laying around. If this doesn't work, the motherboard is getting RMA'ed. Now to look into utilizing the new power with a nice RAID setup.
