what is heatsink soft compound?

ok, this is first time i actually order a heatsink, i usually just use the one that came
with my retail cpu box. but that one really not that great, my amd cpu 1.4mhz now always at 50-56,
so i decided to buy a new heatsink, i bought svc gc68, it comes with a small packet says
heatsink soft compound on it, i never saw these before.
what can i do with it? do i apply it on the surface of my heatsink?

that is material to make up for the gaps between the hsf and your core.

Take a small plastic bag, add a little heatsink compound on it, and rub it on the base of your svc gc68 in circular motions clockwise and counterclockwise. Wipe off the excess with a lint free cltoh

Then take a little bit of that compound and spread it on the core as evenly as possible with a credit card. All you need is a paper thin layer of it on the core.
