What is HD?

When it is said that something is HD, does that only mean it's higher resolution? I know TV is around 320x240, DVD is ~720x720 max. If it's only resolution, how high is the resolution to make it HD?

Specifically it means "High Definition" the most common formats are 720P (1280 x 720) progressive scan and 1080i (1920 x 1080) interlaced scan.
