What is H.Moire and V.Moire?

I have these settings on my monitor, just curious as to what they do.

Also, 1280x1024 seems a little stretched, horizontally. Should I just compensate for this in my monitor? Using a Geforce3 ti200.

Moire refers to some types of distortion that may occur with improperly shielded monitors. Moire patterns are wave lines or fuzziness and are created by misalignment of the cathode ray.

1280x1024 seems stretched because it's a different ratio than what your monitor's screen is. You can compensate by bringing in the sides or just use 1280x960.
