It's change that starts at the local level, and goes up. You start an art program at your home town. That catches on, and your county picks it up. The state sees this, likes the results, and starts a statewide program. The feds see that this really boosts moral, and funds similar programs on a national scale.

Grassroots change:

When you move into a new house and the yard looks like shit but then you hire a landscaper and get a lawn tractor and everything looks so nice.

As an example, during their anti-trust trial, Microsoft funded astroturfers to write letters from "ordinary folks" supporting MS' "freedom to innovate" via abuse of monopoly power.
