What is going on...??/

I am trying to install an OS on my bros computer, everything I try to install windows 98 it gets to the part where it has to restart cause it has finished copying files over then I get a BSOD. I tried my copy of XP home and it keeps saying it cant find a file on the cd called browserui.dll or something cant be found, it is on there cause I have installed off of that cd as well. It says the same file is missing on my win xp pro cd. What is going on I am stumped.

DId you do a fresh format of the hard drive before installing? That usually is a registry error. Try to fdisk, wipe the partitions out, and create a new partition, then format and install. If you still get the error you probably have a hardware issue, possibly the CDROM itself.
