What is DS 3 doa rate?

I just got a gigabytes Ds3 off newegg today but when i try it, the fan power is nto working thus the pc won;t boot. Should I rma for refund ro exchange for another one?
 
I though of the ram is not working as well however, the cpu fan is not spinning either. Fan not spinning may have promp the reboot of the system. Actually the pc not botting is not entire accurate either.. iot boot for 4-5 seconds then reboot, 4-5 second reboot, etc. Cycle won;t stop unless i power off the psu. In casue you are curious, the fan does work because i retransfer everythign back to asrcok and the cpu fan start up fine. Basically what happen on gigatype board is that when i boot, the fan move a few inches, and when it shut off and reboot, the fna spin a little and stop.

btw, i got a pair of pny optima memory ddr2-667, whcih reportly suppose to work fine.
 
It is normal for the cpu fan to spin then stop for a few seconds. It is not normal for it to stop spinning after the second time. Take the mb out of the case with only the essentials ram/cpu/HD/VC/ps and see if it will boot. Remember to disconnect all cables etc that are unnecessary, you can touch the jumper pins on fp connecter [on/off] to fire up machine. There are many issues with certain ram and older revisions of bios's. See if you can borrow some DDR2 ram to test mb and update bios to latest revision. You may have a bad mb as I have read many accts of people having DOA MB, I think mostly there were compatability issues with ram. I have 1 it died after a bios flash, had to rma it, I hear the new bios revision for it is supposed to be a real killer for overclocking.

Oh yea make sure you clear CMOS before booting.

It is nice motherboard for overclocking You probably dont need 2 motherboards do you?
I do so i kept mine, otherwise i would have got a refund

Continuous long beeps: DRAM error
Continuous short beeps: Power error
 
1 short boot, more like it is botting then it power off and reboot and power off and i notice that the cpu fan is not spining. And the fan is good when i move thign back to asrock and the fan is spinning the second i turn on the system.
