I hear this term sometimes. Well I just have read it a few times, but really what is it?

This is correct. Put bolt through hole. Screw nut on and tighten. Screw second nut on and tighten against first nut.

If you are trying to remove a stud, screw one nut on and leave loose. Screw second nut on and tighten against first nut using two wrenches. Place wrench on first nut and unscrew the stud.
