what is Docsis 2.0 exactly?

Is it really needed for todays ISP's? Do ISP's still support 1.0 modems?

Actually a lot of them are still only 1.0.

It's just a specification for cable modems and stands for Data Over Cable Service Interface Sepcification.

DOCSIS 2.0 is supposed to be faster.

Yup. Last time I checked, Cox was still using DOCSIS 1.0 on my DOCSIS 2.0-capable cable modem.

k so buying a 2.0 modem is probably a waste right now? Is there a way to tell without calling them?

Well, Cox just told us they were going to a higher download speed. 6Mbps? I don't recall. I believe that DOCSIS 1.0 IS limited in speed and you may not get the latest and greatest speeds with DOCSIS 1.0-only cable modem.
