What is considered a "smooth framerate"?!

I play DOD:S at the lowest 35 FPS and at the highest 65 with my Radeon 9200. It is smooth to me. I don't know how much better it would look if it stayed above 60 FPS, but I wouldn't have any problem playing any game at this frame rate.
