What is c:\windows\system32\ime\pintlgnt\pintlphr.exe in XP SP3?

I ran SFC /scannow on my system and got an error saying that file could not be copied to the dllcache. I looked in the pintlgnt folder and it was empty, but the file pintlphr.exe does exist in the dllcache.

I've googled but can't find much. Some sites say is part of SP3 and, like just about any file you google you'll also find malware sites saying it is possible malware.

I have Norton Internet Security and I've run full scans with that as well as the standalone scanner from MalwareBytes with no threats found.
