What is better?

If i were you, i would just grab the coolermaster i linked above,it works with AM3 socket and its a great value for the price. If you're willing to spend over $100(which isn't really necessary, unless you are doing some badass OCing), i can fancy your taste.
 
I wanted to try and get it to around 4 ghz

And i was attracted to the CoolT h70 because of the lower profile design. (it is not big and bulky right over the CPU unlike the Noctua)

Wow, thats a big jump...i would go with the Zalman, while its freaking huge, it will keep your CPU at a stable temp. A 1.2GHz jump is a big deal...either get a nasty air cooler or buy a water cooling kit.
 
Why did i never think of welding it on...... must try this!

As part of my job, I have gone through many weld classes (for weld inspections), and I can't say that I think it will be a good idea to weld that thin heatspreader to the heatsink.
 
Wouldn't it be better to solder the two together instead of weld? Lap both surfaces until you get a perfect mate, then clamp two sides together, then heat with propane torch, then let the silver solder get sucked into the gap. Voila! Instant perfect bond...
