What is best for OCing?

Building a computer for my friend who needs a computer in dorm...wants to OC when he plays games or uses CAD software, but wants to tune it down for using microsoft word and such (or when it is idling). Which would give the best combination? Will the performance difference be dramatic? Will the heat disipation difference be dramatic? Since I don't think either will give the best of both worlds, which in your opinion would be best?

they should OC about the same. as for low power, i know that my XP-M will do 1.3 @1.1v, or i can always just drop the clock more (1.1v is lowest allowed by NF7-S). That will be plenty fast for word etc, or you could even drop it down further for even less heat.

Can he consider a low-end A64 (not a mobile)? They have Cool & Quiet, which automatically lowers the multiplier when not all the power is needed. (Board has to support this, though, but I don't think you'd have trouble finding one.) As a bonus, even the 2800+ will trounce any Barton.

If he can't do that, both will probably overclock about the same, as would the 35W 2200 and 45W 2400.

I just bought a mobile XP 2600+, and overclocked it to 3000+ speeds without sweat, using a crappy heatsink. I used an Asrock motherboard, which has multiplier and FSB control in the BIOS. I'm running at 200 MHz x 11. The heat is very low, I'm reading 41 C at full load. The motherboard set the voltage to 1.6 V, which is the wrong value, but probably helped out with the overclock. I touched the heatsink while the thing was running a full load and it was only warm, not hot.

I think its worth the extra 8 dollars to get the higher rated processor, in case it doesn't overclock too well. The heat output is low either way.
