What is an adequate noise level?

What is an adequate noise level for a 120x120x38 case fan.

Or make it easier what is a reasonable noise level in general? (for case fans)

The slower a fan rotates, the quieter it is. 32db is about the least noise you can get from an unshielded PC case. This presumes no overclocking. If you want a lot of airflow in, and through your case, it's noisy. If you're willing to go to great trouble and expense a really noisy case, say 45db can be brought down to about 34db.
