What is a URL Shorteners?

Is there a way to force it to show where the shortlink is linking too rather then banning the links themselves?
 
I like how Slashdot handled the tubgirl/goatse issue when that was popular - each link in a post always show the actual domain.

Instead of being able to do this:

http://www.google.com

You'd see:

http://www.google.com [youareajerk.com]

But I don't guess that helps with URL shorteners, without actually following the link and posting back the actual domain.
 
All because people are not responsible enough to reformat their computers every time they relog? Outrageous.
