what is a strap?

I am a bit of an old timer and do remember how to boot a Data General using paper tape. However, I am a bit fuzzy on the meaning of a boot strap at 1066 or 1333. What exactly does this number represent and why does it change quixotically on some motherboards if FSB goes beyond the magic number (usually 400)? What effect does it have on the computer-is it just a difference during the boot process or is it a lasting difference after windows xp pro loads?
 
so the 'strap' is the northbridge speed, i guess. I wonder why the default multiplier comes into this calculation. if you change the fsb and the multi, who cares what the default multi is supposed to be? as for the the bsel stuff and the 1600 strap, that flew over my head like a flock of honking geese. i knew there was some meaning there but had no clue.
