What is a sanction?

P1) What is a Sanction?
P2) I think that means everything is safe.
P1) Oh, ok. I just heard they are lifting sanctions in Iraq.
P2) Yeah, that makes sense.

ROFLMAO!!!! A sanction is a restriction put on a place. They are lifiting restrictions. If they were lifiting everything is safe, wouldn't that mean Iraq is no longer safe?

Sanction is like the word oversight - it has two meanings which are opposites.

"I sanction your efforts" could mean either I approve of what you are doing, or it could mean that I am stopping them!
