What is a PTVCD initialization error in Win98?

how do i fix it? i wave re-installed Win 98 and my vid and sound drivers and i keep getting this error only when i "shut down" then "re-boot" should i try to leaving my sound card and modem in the pci slots when i reinstall win 98 or take them out untill after win 98 is installed?
